PROBLEM TO BE SOLVED: To provide a closer device and a method of shutting the closer, capable of preventing damage to an object and the closer even if the object is present at a part to be shut, at the time when the part to be shut is shut with the closer. SOLUTION: A shutter curtain 115 serving as the closer of a disaster- preventive shutter which is the closer device comprises a series of slats 116 and a seat plate 117, both of which are hard parts, and flexible sheets 118 which are soft parts. When the sheet 118 of a curtain 115 which is unwound from a winding part and lowered by its own weight in the event of a fire makes contact with the floor face 7 of an entrance serving as the part to be shut, the lowering of the curtain 115 stops. After a predetermined period of time has elapsed since this stop, the curtain 115 deflects the sheet 118 and falls again.
