摘要 <p>PROBLEM TO BE SOLVED: To predict increase/decrease in remaining frequency bands, to efficiently control a transmission rate at a high speed without a delay and to leave a desired frequency band by measuring a remaining frequency band rate of a VP link and informing an exchange containing transmitters of information. SOLUTION: Exchanges 1-1, 1-2 having a transmission rate control function and exchanges 2-1, 2-2 observing an input band observe respectively an input rate fed to virtual transmission pats VP 3-1-3-4 set between the exchanges. Simultaneously a remaining frequency band rate of a VP link is obtained by an equation of 1(input band/VP link capacity). The exchange 2-2 informs the remaining frequency band rate to the exchanges 2-1, 1-1, 1-2. The exchange 2-1 compares the remaining frequency band rate of a VP 3-3 with that from the exchange 2-2 and informs any of the rates which is smaller to the exchanges 1-1, 1-2. Or it is sent to a transmission rate calculation section and a transmission rate control section controls the transmission rate at a high speed efficiently without a delay.</p>
