PROBLEM TO BE SOLVED: To provide the method and device for moving picture transmission which discard part of compressed video information and eliminate delay when the transmission of the compressed video information is delayed. SOLUTION: Video frame information stored in a compressed video information storage circuit 20 is read out to a video frame buffer 22 and when a video frame kind decision circuit 24 decides a PB frame, a B block extracting circuit 26 extracts two-way predictive encoded information (B block); when a communication state monitor circuit 32 decides that a transmitting circuit 30 has delay, the B block which is extracted is supplied to a subtracter 28c under the control of a transmission control circuit 34 to cancel the B block read out of the video frame buffer 22 to reduce the amount of information to be transmitted, thereby eliminating the delay. |
