A formation method of a paper board and an insulation board is provided to have semi-permanent service life by preventing the contact part from being damaged. A paper board(1) and an insulation board(2) are manufactured by crushing waste paper, and melting in water for 2 days and kneading, dewatering naturally for 1 day, squeezing all the water out using a dehydrator, and putting the kneaded paper materials in a paper board frame and an insulation board frame, and then compressing and adhering strongly not to make humidity and water absorbed, and used for sound insulation and thermal insulation without separation and damage by coupling a convex wing(4) of the insulation board to a concave wing groove(3) of the paper board.
