PROBLEM TO BE SOLVED: To easily and efficiently pack a soft porous body such as a spongy carrier in such a liq. tank as a biological reaction tank by providing an agitating means for agitating the porous body and liq. to infiltrate the liq. into at least a part of the pore. SOLUTION: A spongy carrier 4 is charged into a feed part 5, the liq. in a biological reaction tank 1 is drawn up by a pump 6 and introduced into the feed part 5 from a pipeline 7, and the spongy carrier 4 and liq. are supplied to an agitated tank 2. The carrier 4 and liq. are rapidly agitated by the rotation of an impeller 3A in the tank 2, and a part or the whole of the air in the carrier 4 is replaced by the liq. When such a spongy carrier 4 is supplied to the agitated tank 2 and then to the agitated tank 2, >=70% of the air in the pore of the carrier 4 is replaced by the liq., hence the carrier is smoothly settled, and the carrier is efficiently packed in the reaction tank 1.
