摘要 PROBLEM TO BE SOLVED: To provide an image coding system in which a multi-point control system is easily realized by connecting a plurality of multi-point controllers sending a plurality of multiplexed image signals. SOLUTION: An image coding section 11 interleaves a frame of an image signal to configure N-sets of sub frames among N-sets of multi-frames and tentatively encodes the image signal as required to measure an amount of a image code signal. Furthermore, an image decoding section 31 decodes sequentially the image code signal to obtain sub-frames and interpolates them to reproduce the image signal. A video conference terminal equipment 10 receives an image code signal from other terminal equipment and decodes the signal to reproduce the image signal and selects the image signal to be sent to each terminal equipment upon request from the terminal equipments and encodes sequentially the sub frames obtained through interleave processing and sends the coded frames to the terminal equipments. In this case, one frame denotes an image for a specific station and the frames are arranged at random. Moreover, each of a plurality of multi-point controllers (MCU) sends an image for a station in its own group.
