PROBLEM TO BE SOLVED: To prevent generation of misdetection even when many noises are included in an original picture by supplying at least an inter-frame noise reduction control signal for controlling an inter-frame noise reducing means and a pull-down threshold generating means. SOLUTION: An inputted luminance signal 101 is processed by a 3:2 pull-down detection circuit 1, a low-pass filter circuit 2 and a noise reduction(NR) circuit 3. In this case, a 3:2 pull-down control signal (prescribed threshold level for deciding correlation between fields) 105 and an NR control signal 107 are inputted to a threshold level generating circuit 4 and an output signal 108 from the circuit 4 is supplied to the circuit 1. Namely when the value of the NR control signal 107 indicating the level of noise volume is large, a threshold level for a detection of 3:2 pull-down is dropped and sensitivity is adjusted so as to decide that a picture to be an encoding picture unit is composed of three fields even when the number of pixels of which inter-field difference is less than a certain level is reduced. |
