PROBLEM TO BE SOLVED: To provide a moving image retrieving and editing device with which an image is retrieved without performing fast forward reproduction, etc., the start point or end point of editing is easily designated and cost reduction for editing compressed data can be attained. SOLUTION: First of all, display 11 of an editing control picture is performed and next, any file to be retrieved and edited is selected in retrieving and editing file processing 12. In moving image retrieving processing 13, the image to be retrieved and edited is displayed by performing image retrieval for macro and micro units concerning the selected file. In editing block designating processing 14, the start point and end point of a block to be edited are designated out of the image displayed in the moving image retrieving processing. The plural blocks or the other files are edited by similar processing as needed. When all the editing blocks are fixed, the editing part is confirmed by reproducing the editing block in editing block reproducing processing 17. Afterwards, the image at the relevant part is edited by edit processing 18 and recorded as a new file.
