PROBLEM TO BE SOLVED: To obtain a powdery dermal administration composition improved in absorption properties of a medicine by combining a water-absorbing and slightly water-soluble base with a water-soluble and get forming base at a specific ratio. SOLUTION: This dermal administration composition contains a medicine, (A) a water-soluble and gel-forming base (whose >=90wt.% particle diameter is 10-100μm) such as hydroxypropyl cellulose or methyl cellulose and (B) a water-soluble and slightly water-soluble (whose >=90wt.% particle diameter is 10-350μm) such as crystalline cellulose,α-cellulose or crosslinked carboxymethyl cellulose sodium so that a weight ratio of the components A/(A+B) is about 5-40wt.%. The medicine includes preferably a nonpeptidal protein-like medicine or a peptidal protein medicine having <=30,000 molecular weight, e.g. an antiinflammatory steroid, an analgesic antiinflammatory agent, an antiussive expectorant, an antihistaminic medicine, anantiallergic medicine, an antiemetic medicine, a sleep-introducing medicine, a vitamin, a sex steroid hormone, an antitumor medicine, etc.
