PROBLEM TO BE SOLVED: To obtain a coating agent composition which can be applied to the surface of an inorganic material at room or high temperature to form a transparent coating film improved in rust-preventive effect, protective effect and water resistance by mixing a silicone with an organothiol compound. SOLUTION: This composition is obtained by mixing a silicone (A) being a condensate mainly made from an organosilanetriol represented by the formula: R<3> Si(OH)3 R3 is a 1-3C alkyl or an aryl) or a partial condensate thereof e.g. 0.6-0.4 to 0.8-0.2 (in terms of a molar ratio) of an organosilanetriol obtained by hydrolyzing an organotrialkoxysilane represented by the formula: R<3> Si(OR<4> )3 (R<4> is a 1-4C alkyl) in the presence of a hydrolysis catalyst such as an organic acid (e.g. acetic anhydride) or an aluminum chelate compound with 0.1-1 pts.wt., per 100 pts.wt. component A, organotiol compound (B) represented by the formula: R<1>⊖(R<1> is an 8-24C monovalent hydrocarbon group 0.02-2 pts.wt., per 100 pts.wt component A, curing catalyst (C).
