A second rotatably located positioning member (3) is articulately connected with the intermediate member (2) for the application of a tension arm (4), which is formed by two circular discs (3') enclosing a gap. The two circular discs are firmly but releasably connected to one another by a central shaft piece (6) penetrating the gap and a second shaft piece eccentrically arranged to the first. The peripheral surfaces of the two circular discs (3'), when viewed in cross-section, are formed as a step towards the side of the gap. The first shaft piece (6) is reduced in diameter and on it a ring (6') is arranged, the outer diameter of which corresponds to the width (B) of the slot (8) in an extension (9) open to the first shaft piece (6).
