The system comprises a first container (5) filled with active substance carrier (10) with an outlet opening. A vapour production unit produces vapour. A heat exchanger unit communicates with the first container to which the vapour produced is supplied. So that essentially a gaseous mixture results containing the active substance. A mixing unit mixes this vapour with this mixture, for producing the vapour-active substance mixture. An electric heater (12) is included. The vapour production unit lies outside the first container. The vapour has a high first temperature and the essentially gaseous mixture has a low second temperature. The vapour is at least partially driven past the outer wall of the first container. The heat exchanger unit has a second container (11) which at least partly surrounds the first container.
