PROBLEM TO BE SOLVED: To prevent the leakage of toner between a toner container and a toner carrier for a long period by providing a power source for applying a bias voltage to a seal member disposed between the toner container and the toner carrier. SOLUTION: A bias voltage VB is applied to the toner carrier 5 by a toner carrier power source 7. The seal member 22 is arranged along the surface to which the toner 2 is stuck of the toner carrier 5, between the toner carrier 5 and the toner container 24. When the bias voltage VB applied to the toner carrier 5 has a positive value, a seal member power source 23 applies a bias voltage VS lower than the bias voltage VB to the seal member 22. Further, when the bias voltage VB has a negative value, the bias voltage VS higher than the bias voltage VB is applied to the seal member 22. The toner 2 on the toner carrier 5 is attracted to the seal member 22 by electrostatic force. |
