PROBLEM TO BE SOLVED: To regulate the torsion quantity of a torsion bar so as to prevent a secondary collision by actuating a stopper means for impeding the rotation of a bobbin in a webbing pull-out direction when the torsion quantity of the torsion bar provided between a locking base and the bobbin reaches the specified quantity or more. SOLUTION: A latch tooth 5c and a stopper means composed of a cam plate 4 and a locking piece 3 to be engaged with the latch tooth in order to impede the rotation of a bobbin 1 in a webbing pull-out direction in relation to a locking base 5 are provided between the bobbin 1 and the locking base 5 in an emergency locking means. When rotational torque of specified value or more acts upon a torsion bar 2 through the bobbin 1, the relative rotation of the cam plate 4 to the locking base 5 is impeded by a lever 8, and the bobbin 1 is rotated relatively to the cam plate 4, and when an engaging tooth of the locking piece 3 is engaged with the latch tooth, the rotation of the bobbin 1 is impeded to regulate the torsion quantity of the torsion bar 2. |
