PROBLEM TO BE SOLVED: To impart a water repellency and to improve weather resistance by blending a hydroxyphenyl triazine compound and other two compounds with a polycarbonate base material to be coated to laminate a fluorine resin layer. SOLUTION: 0.1-5wt.% of a hydroxyphenyl triazine compound in a formula I, 0.001-1wt.% of a phenol compound in formulas II, III and 0.001-1wt.% of phosphorus compound in a formula IV are contained in a polycarbonate base material to be coated by a thickness of 10-100μm to laminate a fluorine resin layer with a thickness of 1-300μm. In the formula I, RI indicates a hydrogen or an alkyl group with 1-18 carbons or an alkoxy group with 1-12 carbons or an alkyl group with 2-6 carbons replaced by a halogen or a benzyl group and R2 indicates a hydrogen or a methyl group. In the formulas II, III, R1 and R2 indicate alkyl groups with 1-4 carbons, R3 indicates the alkyl group with 1-30 carbons, n indicates 1-10. In the formula IV, R1 and R2 indicate alkyl groups with 1-4 carbons or hydrogens.
