PROBLEM TO BE SOLVED: To provide a rolling bearing having a long service life in a severe environment of foreign matter-intruded lubrication at an extremly low cost by optimizing the material, working and heat treatment as for at least one among a rolling element and inner and outer rings as the structural members for a rolling bearing. SOLUTION: At least one among an inner ring, an outer ring and a rolling element is formed of an alloy steel contg., by weight, 0.7 to 0.9% C, 0.1 to 0.5% Si, 0.5 to 1.1% Mn and 0.1 to 0.6% Cr, and the balance Fe with inevitable impurities. As for the carbon content and nitrogen content in the surface layer formed by executing carburizing treatment or carbo-nitriding treatment, respectively, 0.8 to 1.4% C and 0.01 to 0.3% N are regulated.
