PROBLEM TO BE SOLVED: To maintain environment in under floor of a building in a good condition and to provide technology capable of maintaining specially the enclosed under floor of the building in a good condition. SOLUTION: In the underfloor soil surface of a building, a mixture of inorganic porous fine grain body of 20-100Åwith an average narrow hole radius and 20-200m<2> /gr with a specific surface area and fine grain coal of 1.5-100Åwith an average narrow hole radius and 50-600m<2> /gr with specific surface area is stored in a bag consisting of a film and/or nonwoven fabric having moisture permeability of 1,000g/m<2> .24hrs-20,000g/m<2> .24hrs, and it is mounted on the underfloor soil surface of the building. By the constitution, moisture in the under floor is adjusted in a proper condition, and the underfloor environment can be maintained in a favorable condition. Since the underfloor environment can be maintained in a good condition only by mounting the bag on the underflow soil surface, work for maintaining the underflow environment in a good condition is very simplified, and work efficiency can be promoted.
