<p>PROBLEM TO BE SOLVED: To easily extend a plurality of cables and drop down the cables in a cable track at once in a set by supporting a roller shaft in a prescribed direction when a handle is pushed down and connecting points fall in line with each other, and by tilting the roller shaft at a prescribed angle when the handle is pulled up. SOLUTION: A toggle clamping means 6 is set so that the means 6 can support a roller shaft 2 in a prescribed direction when a handle 10 is pushed down and the connecting points of pins 15, 13, and 14 fall in line with each other, and can tilt the shaft 2 at a prescribed angle, for example, 30 deg. from a prescribed direction when the handle 10 is pulled up. In addition, a cylindrical rubber 25 which is an elastic body that comes into contact with the roller shaft 2 when the shaft 2 is tilted at the angle of 30 deg. is provided in a support frame 5 below the shaft 2.
