PROBLEM TO BE SOLVED: To switch a communication channel to an optical base station, according to the movement of a mobile station even in an area in which service areas are complicated. SOLUTION: A mobile station 1 detects the receiving level of transmitted information transmitted from peripheral base stations 2b-2e, and transmits each receiving level through a communication base station 2a in communication at present to a control station 3. A weighting factor, corresponding to a distance between each base station is stored in the controlling station 3. When each receiving level is transmitted through the above mentioned communication base station 2a, the control station 3 detects the weighting factor corresponding to a distance between the pertinent communication base station 2a and the peripheral base stations 2b-2e. Then, the corresponding receiving level is weighted by using this weighting factor, and the base station indicating the receiving level which is the highest value is selected as the switching destination of a communication channel.
