PROBLEM TO BE SOLVED: To precisely and quickly recognize a character from a picture including a character. SOLUTION: In a character recognizing device 10 which recognizes a character from a picture including a character, a binarized picture is generated by binarizing an original picture by a binarized picture generating means 20, a template 5 of a character peculiar to a device which generates a picture including a character to be recognized is selected according to the information of the device inputted by an outside inputting means 50 from a dictionary 35 equipped with the template 5 of the peculiar character of each kind of device which generates a picture including a character by a selecting means 40, and character pattern matching the binarized picture generated by the binarized picture generating means 20 is operated by a matching means 30 by using the template 5 selected by this selecting means 40, so that the character can be recognized. |
