PROBLEM TO BE SOLVED: To obtain a carbon fiber excellent in adhesion with a matrix resin and fiber opening property, and useful for a composite material, etc., by electrolytically oxidizing the carbon fiber after carbonizing in a non-oxidizing atmosphere, and then treating the fiber under an oxidizing gas atmosphere and a specific condition to impart prescribed physical properties. SOLUTION: This carbon fiber having >=0.1 (O15 /C15 ) ratio measured by an X-ray photoelectron spectrometry and also >=(-)5mV zeta potential of the carbon fiber at pH3 measured by a flow-potential method, is obtained by carbonizing or graphitizing a fiber under a non-oxidizing atmosphere, treating the carbonized fiber by an electrolytic oxidation and then treating the carbon fiber having >=0.1 (O15 /C15 ) ratio under an oxidizing gas atmosphere at 360-700 deg.C for 0.1-600sec. |
