PROBLEM TO BE SOLVED: To reduce the noise level in an underwater nozzle device for forming cavitation foams. SOLUTION: A hood 20 is installed on a nozzle 12 with a jet nozzle 18 jetting high pressure jet water 28. A columnar space 22 opened on its front is formed on a front end opening 24 in the hood 20. When the distance from the jet nozzle 18 to the front end opening 24 is set as the distance L and the diameters of the jet nozzle 18 and the columnar space 22 are set respectively asϕd andϕD, the formulas of 10<=L/ϕd<=60, and 20<=ϕD/ϕd<=70 are set up.
