PROBLEM TO BE SOLVED: To allow a user terminal to utilize data without notifying the location of data in the data storage and delivery device suitable for distributing the data while warranting data in real time with an interactive request or the like from a plurality of terminal equipments. SOLUTION: A user terminal equipment 101 being a data transmission destination transfers a transmission start request to a V pump management means 103 via a transmission request management means 102. The V pump management means 103 inquires about a data transmission source V pump identifier for a data storage of a data location management means 104 to issue a transmission start request to a data transmission source V pump device 105. The V pump device 105 whose transmission start request is issued sends data to a data transmission destination terminal equipment 101 via a transmission path changeover means 106.
