PROBLEM TO BE SOLVED: To provide a method enabling a dust collecting surface to electrically attract fine particles in air to be cleaned without exposing the dust-collecting surface to a discharge electrode and an handy type dust extractor usable in the contact of the dust collecting surface with a surface to be cleaned. SOLUTION: A discharge electrode 22 is arranged in the space on the rear surface side of a dust-collecting sheet 1 and an earth 23 is arranged in contact with the rear surface (b) of the dust-collecting sheet 1 and the rear surface (b) is charged by the discharge due to the discharge electrode 22 and an article to be cleaned is brought into contact with the surface (a) of the dust collecting sheet 1. As the dust collecting sheet 1, an air permeable sheet or a sheet obtained by coating or impregnating the air permeable sheet with a sticky substance so as to hold the air permeability of the sheet can be used.
