PROBLEM TO BE SOLVED: To improve a degree of freedom in the configuration of a program to be transmitted by describing information for identifying whether video data of the program is a successive scanning system or a jump scanning system in a packet so as to transmit it. SOLUTION: A transmitting device 100 executes the multiplexing of idendifying information concerning successive scanning video data and the scanning system of video data to be transmitted and transmits it in addition to jump scanning video data. Therefore, a video data transmitting device is constituted by providing a successive scanning system video data storing part 21 and an identified information storing part 23 in addition to a jump scanning system video data storing part 22. Then, the successive scanning video decoding part 3 of a video data reproducing device 200 decodes successive scanning video data and outputs it as a video signal. An identified information storage part 5 stores information of successive scanning video data or jump scanning video data. Moreover, a scanning system instructing part 7 gives a reproduction command to the successive scanning video decoding part 3 or a jump scanning video decoding part 4.
