PROBLEM TO BE SOLVED: To provide structure hardly coming off and breaking a lock part when a cover and an under cover are connected in the lock part. SOLUTION: A flexible flat cable whose one end is fixed to a rotating body 49 and other end is fixed to a fixed body 47 is spirally housed in a circular space between the rotating body 49 fixed to a steering shaft of an automobile and the fixed body 47 fixed to a steering column. The fixed body 47 consists of a cover 41 and an under cover 43, a through hole 59 is formed in the cover 41 and an engaging projection 55 to be inserted into through hole 59 is formed in the under cover 43, and a lock part 45 constituted with them prevents the generation of projection from the outer circumference.
