<p>PROBLEM TO BE SOLVED: To effectively utilize the spectrum of a radio frequency by controlling the output of a cell which is separated for every quality class. SOLUTION: The plural kinds of quality classes are previously set in the cell. A transmitting part TX is provided with a cell separating circuit 11 for sorting the cells by quality class, transmission buffer circuits 11 -1N for storing the cells separated by the cell separating circuit 11 every quality class and a transmission reading control circuit 13 for reading the cell from the transmission buffer circuits 11 -1N and giving it to a transmitting circuit 14. The transmission ready control circuit 13 reads the cell from the transmission buffer circuit 1 of the highest-order quality class every transmission timing, reads the cell from the transmission buffer circuits 12 -1N which successively store the cells of the low quality class so as to keep the fixed speed in a timing in the gap of the transmission timing and inserts a dummy cell unless the transmission buffer circuits 12 -1N for storing the low quality class cells has the cells.</p> |
