PROBLEM TO BE SOLVED: To more efficiently and reliably search by detecting code amount of each picture in dynamic image compression encoded data and an encoding processing parameter, deciding characteristic of each picture, controlling a record reproduction meats and searching and outputting corresponded dynamic image compression encoded data. SOLUTION: Dynamic image encoded data 9 which is read from a hard disk device 1 via a hard disk control part 5 is inputted to a picture code amount detection pat 10 and a picture encoding processing parameter detection part 11. The detection parts 10 and 11 respectively detect code amount B and P and input them to a picture characteristic decision part 14. The decision part 14 performs characteristic analysis from input data and outputs the decided result of whether it is a search point or not to a search point decision part 25. Decided data 25 of the decision part 25 is inputted to the control part 5. The control part 5 inputs dynamic image encoded data 6 to a dynamic image encoded data reproduction part 7 and outputs standard speed dynamic image data to a monitor.
