PROBLEM TO BE SOLVED: To provide the method for dividing a binary image into a character area and a gray image area in a short time with high precision when the binary image is generated by binarizing an image including characters and gray images based on a fixed threshold level for the characters and on a threshold level depending on local grayness for the gray image respectively. SOLUTION: A binary image 22 is scanned in the unit of dots in x, y directions respectively, obtains a black/white level change dot number H and a black dot number A in the unit of columns and rows, and an evaluation value (H×N)/A is obtained from the black/white level change dot number H and the black dot number A in the unit of columns and rows. An area whose level exceeds a threshold level in the distribution of the obtained evaluation values is selected for a gray image area, where N is a constant to make the evaluated values to be integers.
