摘要

PROBLEM TO BE SOLVED: To obtain the efficient video coder by eliminating factors to decrease the coding efficiency in the case of applying compression coding to a telecine video image. SOLUTION: A frame frequency converter 11 receiving a telecine video image consisting of a plurality of frames detects and eliminates redundant fields. A noise filter 12 applies filtering to the input video signal in a time base direction and provides the result to a coder 13. The coder 13 applies compression coding to the video signal from which frame data are reduced to generate a bit stream.
