PROBLEM TO BE SOLVED: To decide an optimum diagnosis start time in response to a content of an incident fault by designating a monitor time for a required fault occurrence state after occurrence of each fault information till a diagnosis is started every fault information possibly caused in a communication system. SOLUTION: Upon the receipt of 1st fault information informing occurrence of a fault from a device configuring a communication system (S1), a monitor time designation means is used to index a monitor time designated for the 1st fault information (S2). After the indexed monitor time is set as a monitor execution time (S3), other fault information generated till the monitor execution time elapses is received and stored. When the monitor execution time elapses, the 1st fault information and other fault information received for the monitor execution time are used to start diagnostic processing top specify a fault location (S4→S5). Since the monitor time is changed in response to the kind of the caused fault, useless time till start of diagnosis is not consumed.
