PROBLEM TO BE SOLVED: To obtain a new metal ion exchanging phosphorus-vanadium compound and a solid acidic and vapor phase oxidizing catalyst using the same. SOLUTION: This metal ion exchanging phosphorus-vanadium compound is obtained by treating vanadyl hydrogen orthophosphate expressed by the formula: VOHPO4 .nH2 O (0<=n<=2.0) with an aqueous divalent metal salt solution for exchanging H<+> existing between layers of the vanadyl hydrogen orthophosphate with the divalent metal ion, drying the obtained ion exchanging compound and further burning as necessary.
