PROBLEM TO BE SOLVED: To discriminate from which line in a plurality of lines data are outputted and to which line data are given and how many data are outputted and inputted. SOLUTION: A data reception function section 3 informs reception of data to an operating data collection function section 2 for each line number and the line number receiving the data and other control information are added to the received data and the resulting data are sent to a data exchange transmission function section 4. The data exchange transmission function section 4 informs the reception line number and the transmission line number provided to the data are informed to the operating data collection function section 2. The operating data collection function section 2 stores each count of the transmission reception data to a file 6 for each combination of the reception data and the transmission data for each line number and the reception line number and the transmission line number.
