<p>PROBLEM TO BE SOLVED: To continuously and efficiently recover chlorine gas and a phthalic acid generated when melting and decomposing plastics containing polyvinyl chloride and make the plastics pollution-free and also continuously form a fuel oil and a solid fuel. SOLUTION: This treating apparatus has a material-charging part 1, a dechlorinating part 2 for heating the charged plastic fragments at the prescribed temperature and separating a chlorine component, a plasticizer component, etc., therefrom, a chlorine-treating part 3 for recovering the separated chlorine component, a plasticizer component, etc., by bringing them into contact with water, a waste gas-treating part 4 for neutralizing an unrecovered hydrogen chloride component and also treating an organic gas component by a burning treatment, a separating part 5 for separating an oil gas from a residue by heating the waste plastic fragment after removing the chlorine component and the plasticizer component, an oil-forming part 6 for forming fuel oils equivalent to a heavy oil, a light oil and a lamp oil by distilling the formed and separated oil gas and a residue-discharging part 7 for heating the residue formed in the separating part 5, also crushing the residue so as to be a powder-like residue and discharging the powder-like residue.</p> |
