PROBLEM TO BE SOLVED: To prevent a valve opening pressure (a working pressure) from depending on temperature by a method wherein the decrease of a transfer amount of the hole position by the pressure of a poppet seat during a low temperature from that during a high temperature is set to a value equal to a displacement amount of a relative position from a poppet top surface. SOLUTION: The front of a poppet seat 3 is connected to a metal bellows as an elasticity restoring means. When temperature is low, the spring constant of a bellows is increased. Meanwhile, since a poppet 2 is made of resin, a thermal contraction factor is large, whereby the top angle of a conical surface is decreased (diameter is decreased). In this case, the decrease of a displacement amount (a movement amount) of the position of a hole by the pressure of the poppet seat 3 is set to a value equal to a displacement amountδof a relative position from a hole formed in the top surface of the poppet 2 at a working pressure. As the result, when a pressure attains a working pressure, even during a low temperature, the top surface of the poppet 2 is brought into contact with the protrusion of a stopper 4 same as during an ordinary temperature and fluid flows out through the hole of the poppet seat 3.
