On the inside of the part of the wall (1) and/or floor (2) extending above the maximum ground water level is a water-conducting space (13), which next to the wall or above the floor is limited by a watertight layer (5), such as a foil, which extends along at least a part of an inner wall (3) and an inner floor (4). Preferably between the watertight layer and the inside of the wall or floor, distance holders (6, 7) are positioned, forming an integral part of the watertight layer. The watertight layer and the distance holders together form a burl sheet. The watertight layer consists of a sheet of polyethylene, HDPE, PVDM, EPDM or PVC, or a thin layer of metal, such as zinc. The distance holders are drainage tiles.
