PROBLEM TO BE SOLVED: To provide a developing roller capable of securing stable toner electrifying property even in the case of using over a long term, and surely reproducing an excellent image over a long period, by improving the conductivity stability and contamination resistance, while preventing other property such as the adhesive strength owing to hardness lowering from being deteriorated, by reforming of the roller surface. SOLUTION: The developing roller 1 composed by forming an elastic layer 3 provided with conductivity on an outer periphery of a conductive shaft 2 and further forming a surface skin layer 4 on the elastic layer 3 as necessary, visualizes an electrostatic latent image, by carrying the developer and forming a thin layer of the developer on the surface, coming, in a state of the above, into contact with or close to he latent image carrier carrying the electrostatic latent image on the surface and feeding the developer onto the latent image carrier surface, and metallic oxide particles of <=30μm average grain size are stuck-fixed on the roller 1 surface.
