PROBLEM TO BE SOLVED: To quickly and suitably control. the resolution of an input image in order to hold the. information quantity of generated codes at a suitable value in respect to an image encoding device for predictively encoding a digitized dynamic image input signal. SOLUTION: A resolution determining means 1 determines the resolution of an input image in a current frame based upon the width of a quantization step, the information quantity of a generated code and the occupation quantity of a buffer in the encoding of a preceding frame. An input image to be encoded is sent to a resolution conversion means 2 prior to its input to an encoding means 3. The means 2 converts the resolution of the image in the current frame into the resolution determined by the means 1. Then the input image of which resolution is converted is encoded by the encoding means 3.
