PROBLEM TO BE SOLVED: To effectively cope with deformation of a frame when a retractor of a seatbelt device is to be mounted on a wide seat back that can fold forward. SOLUTION: This frame is for use with a seat back that can be adjusted to an upright position and a forward-folded position. The frame 28 has a substantially trapezoidal back panel 50, an edge-reinforcing panel 52 secured to the edge of the back panel, and a bracing reinforcement panel 54. The bracing reinforcement panel extends diagonally toward the middle of the upper side 64 of the edge reinforcing panel from the corner 63 of the intersection 62 between the side 60 of the edge reinforcing panel located on that side of the back panel where a lock mounting seat 58 is located and the lower side 61 of the edge reinforcing panel located on the lower side of the back panel. The bracing reinforcement panel is secured to the back panel to support a retractor.
