PROBLEM TO BE SOLVED: To improve a correct answer rate by obtaining the result of the final decision from the OR of the result of decision as to whether a speaker is registered or unregistered and the result of decision as to whether the speaker is the person or not. SOLUTION: A characteristic quantity which is the output of a characteristic extractor 2 is inputted to a speaker deciding device 5 and a speech individual ID recognizer 6. This speaker deciding device 5 fetches the characteristic quantity of the registered speakers which are previously stored from a speech characteristic information storage device 4. The deciding device compares both characteristic quantities and calculates the similarity of the speaking person. The device compares the similarity and the threshold of the person stored in a threshold information storage device and decides whether the speaker is an authorized person or not. The result is outputted to an OR circuit 7. On the other hand, the speech individual ID recognizer 6 is inputted with the same characteristic quantity as the input of the speaker deciding device 5, executes individual ID and password recognition and outputs the result of the speaker judged in accordance with the result of the recognition to the OR circuit 7. The result of the OR of the recognition result of the speaker deciding device 5 and the speech individual ID recognizer 6 is outputted in the OR circuit 7.
