PROBLEM TO BE SOLVED: To provide such a setup method for an image forming device as being capable of reducing the quantity of toner residing on a seal in a developing device. SOLUTION: A photosensitive drum 1 is rotated in the state that a cleaning blade 18 has no contact with the photosensitive drum 1. After toner 41 is applied to the surface of the photosensitive drum 1 by a developing device 4, the photosensitive drum 1 is stopped to put the cleaning blade 18 in contact with the photosensitive drum 1. The photosensitive drum 1 is rerotated to cover the cleaning blade 18 with the toner 41 while scraping the toner 41 on the surface of the photosensitive drum 1 with the cleaning blade 18 so that the concentration of the toner in the developing device 4 can be detected to initially set the concentration of the toner 41 into a memorizing means.
