PROBLEM TO BE SOLVED: To simplify the fabricating process of an optical element, to shorten the time required for polishing stages in the fabricating working process and also, to eliminate one of the polishing stages of forming molds. SOLUTION: In this manufacture, maximum surface roughness of the forming surface of one of a pair of forming molds is adjusted to <=0.1μm and maximum surface roughness of the forming surface of the other forming mold is adjusted to >=0.1μm. A glass material the mirror side of which has maximum surface roughness adjusted to <=0.1μm and the rough surface side of which has maximum surface roughness adjusted to >=0.1μm, is subjected to press forming with the pair of forming molds and thereafter, one surface side of the resulting formed body is subjected to grinding/polishing or polishing to manufacture a desired optical element.
