摘要 <p>PROBLEM TO BE SOLVED: To maintain service quality by measuring a transfer wait time in a packet storage section and increasing assignment of a network resource when the measured time exceeds a threshold level decided on the basis of an upper limit of a transfer required time as request service quality. SOLUTION: User terminal equipments 111, 112 or the like convert transmission data into an IP packet consisting IP datagram or the like and send and receive the packet via a data packet communication network consisting of data packet communication nodes 121-123 or the like. The data packet communication nodes 121-123 or the like have a packet storage section, which stores tentatively the arrived IP packet by each service quality while referring to a header identifier. Furthermore, a packet scheduling section is provided and manages the assignment of network resource such as a band width of an output line, an information amount being able to be sent per unit time or the like. The network resource assignment is set, based on the packet transfer wait time in the packed storage section or the total byte number of the stored packet.</p>
