PROBLEM TO BE SOLVED: To elevate a heavy load without attaching a weight regardless of an elevating distance. SOLUTION: A folded sheave 13 is installed on a following carriage 12. One-end of a first wire rope 14 wound around the folded sheave 13 is installed on an upper end of an arriving car 16, and the other end is installed on a first winch 19. The other end of a second wire rope 20 one end of which is installed on a lower end of the arriving car 16 is installed on a second winch 22 at the same height of the first winch 19. The second winch 22 is driven by a torque motor 23 rotation of which is controlled in accordance with tensile force T of the first winch 19 detected by a first tensile force detection part 25 and tensile force (t) of the second winch 22 detected by a second tensile force detection part 26. Consequently, it is possible to elevate the arriving car 16 without attaching a weight on the arriving car 16 regardless of an elevating distance L by drawing down the arriving car 16.
