PROBLEM TO BE SOLVED: To enable the setting of information separately from control from the side of a network by reloading information in a base station from a radio terminal and further reloading information between base stations. SOLUTION: Information 11 and a code 12 of ID designation are sent from a radio terminal 1 to a base station 3, and the base station 3 compares the designation code with the ID of the present station and reloads the information (such as map data) from the radio terminal 1 when they are matched with each other. Besides, the base station 3 transmits the same information to the other base station. When the ID is different, reloading is not performed and information transmission is stopped as well. The information at the determined base station can be reloaded by this transmission.
