<p>PURPOSE:To express the visual characteristic accurately in a spatial frequency by suppressing production of block distortion due to a zero frequency component. CONSTITUTION:An initial setting means 10 sets picture information such as a picture size, a block size and a visual distance based on the picture size or the like and an intermediate variable setting means 11 sets an intermediate variable to convert the visual angular frequency into a spatial frequency in a discrete Fourier transformation region. A frequency conversion means 12 defines the relation between the visual frequency and the spatial frequency so that the visual angle frequency is not zero to a zero frequency component via the intermediate variable and has an even symmetry with respect to the center of the block. A visual characteristic conversion means 13 converts the visual angle frequency into the spatial frequency in the discrete Fourier transformation region with respect to the visual characteristic defined to the visual frequency to convert the visual characteristic to that in the spatial frequency region.</p> |
