PROBLEM TO BE SOLVED: To appropriately suppress an intake air specific volume so as to previously prevent occurrence of overshoot, and smoothly operate an internal combustion engine by estimating the intake air against a target throttle opening on the basis of operating conditions, and judging that this estimated intake air specific volume is rapidly increased. SOLUTION: Intake air specific volume estimating means estimates an intake air amount Gair against a target throttle openingθTHO of throttle opening control means on the basis of operating conditions. Rapidly increasing intake air specific volume judging means judges that the intake air specific volume Gair is rapidly increased from the fluctuation of the intake air specific volume Gair estimated by the intake air amount estimating means. Target throttle opening correcting means restirictedly corrects the target throttle openingθTHO when the rapidly increasing intake air specific volume judging means judges that the intake air specific volume Gair is rapidly increased. The target throttle openingθTHO is recognized as a final target throttle opening THO as it is. Hereby, occurrence of overshoot can be previously prevented, and a smooth travelling can be realized.
