Production of a protective rust cover unit involves: (a) pulverising paper material into fibres; (b) dissolving the fibres in water to produce an aqueous solution; and (c) dipping a porous pattern (80) into the solution and applying suction of specified intensity from the interior of this pattern to form on its surface a paper fibre layer constituting part of the proposed protective cover unit. The proposed method further includes: (d) drying the paper fibre layer with the pattern in a drying furnace; and (e) inserting the dried paper fibre layers removed from the pattern by use of internal press respectively into concave and convex die halves, and application of pressure and heat to complete the protective cover unit. Also claimed is the protective rust cover unit produced by the above-described process. A counter-degeneration agent is added to the aqueous solution (74) of paper fibres. Such an agent takes the form of a water-repellent substance (a wax or a resin, for example). Pure paper pulp is added to the solution to increase the strength of the resultant protective cover unit. The paper materials include old newspapers, cardboard, etc., collected as refuse. The porous pattern (80) is a ceramic pattern obtained through copying wooden pattern. The protective cover unit has a hat-shaped main body, a bridge piece, a handle forming part of the main body and serving for removal purposes, and a catch for mounting the unit onto the wheel disc of a car.
