PROBLEM TO BE SOLVED: To easily judge whether any processing error is generated in area dividing processing or not by extracting a ruled line containing an original image having a format, discriminating whether the extracted result is correct or not based on format information and reporting the discriminated result. SOLUTION: The original image is read by a scanner 101 and transformed to binary image data and the ruled lines are extracted. For example, the ruled lines contained in the document of family register are extracted and from the positions, lengths and number or the Like of these ruled lines, the class of the family register document or items consisting of the family register document are identified.
