PROBLEM TO BE SOLVED: To provide a moving image information processor with which the retrieval of moving image information is facilitated. SOLUTION: This moving image information processor has a storage device 4, scene/cut dividing point discriminating means 5, scene/cut number deciding means 7 and data base registering means 8. At the scene-cut dividing point discriminating means 5, a latest picture and a preceding picture are exclusively ORed and when the result is larger than a prescribed threshold value Ith, an H level is outputted as lout but when the result is smaller, an L level is outputted as lout. Besides, when there is a remarkably discontinuous section in an inputted audio signal, the signal of large absolute value is outputted and when this output is larger than a threshold value Sth, the H level is outputted as Sout but when this output is smaller, the L level is outputted as Sout. When both the Sout and the lout output the H levels during sufficiently short timeδt, it is discriminated as the dividing point of scenes and when only the Iout outputs the H level, it is discriminated as the dividing point of cuts.
